Static defence seems to be the only viable option.
There is no way I found so far to play the game with a (historical) flexibel defence.
Trying it with reserve is the only thing that works a bit. But I found high quality units with top notch commanders reacting way less, than mediocre slow units with mixed commanders on the Sov side. And that constantly.
But even if they react, it's just another form of WWI trench + reserve style, because if you win, you just keep the ground. Which is not really what you want. You want the opposing forces, not the ground most of the time.
Also a "loss" is attributed to a retreat. I had cases, where a defence inflicted horrendous 10:1 losses on the attacker, but at the end the retreat diminished the value of units that had -de facto- won the engagement, but did not keep the hex.

A historical outcome would be to delay a bit, retreat a hex before losses get to high and come back with an intact force next turn.

The game results -on top of that- put losses primarily on the mobile elements.
A recent example: Defence with two mobile, top notch and fully ready units agains a force constisting of 2/3 Infanterie.
Lost the engagement ok (absolutely ok given the force relations).

Results: loss of less than 10% of the infanterie/leg components, but more than 1/3 panzers.
And if I look into the details, the losses are higher if the units are more mobile and better protected.
Pioneers 10% - pz. pioneers 100%
mot rifle 3 % - pz. gren. 50 %
Most of the mobile losses happen during retreat.
It can be boiled down to the sentence:
The faster and better protected a unit is, the higher the losses in case of retreat.
