1.25d Building roads overseas doesn't consume logistic points

It's not an issue in the base game but with Oceania, the fact that no logistic points are spent mean that it disincentivize making more SHQ. It requires a lot of logistics to ship enough IP to build through densely forested areas, or advanced local industrialization. Therefore delaying or not building other SHQ even on major islands can be better logistics wise.

I'm not sure how easy it would be to change but I feel like it goes against the idea behind Oceania on top of being gamey.

I see your point. However it has already been diminished a bit with the 1.25 naval bulk weight shipping rules (/4). I added it to the nice to have list anyway. Thanks for suggesting!
