Non-aligned minor

In the Overrun rule (11.11.16), there is a clarification in the section on overrunning naval units that reads
If a non-aligned minor country’s units capture naval units

How is that possible? As soon as a minor country enters the war, it aligns with someone. That someone may not be at war with country attacking the minor, but it is someone. This section of the rules looks like pure nonsense. Maybe they meant to say "If the controlling major power is not at war with the country whose units were captured", which might make sense, but that is not what this rule reads.
I thought I knew how to play this game....

The clarification is poorly worded. I think that it is a clarification made especially for MWIF. Also pretty sure that it is you are correct with "If the controlling major power is not at war with the country whose units were captured" , It sure would have helped to read the question asked.
