1.25d Branching penalty applies even when there are no logistic points sent

If the branching penalty already triggered once then in subsequent crossroads extra AP will be added even when no points are sent.

Here's an exemple, using the preview log:
logs road.png
logs road.png (1.08 MiB) Viewed 334 times
As expected removing the crossroad removes the penalty:
logs deleted.png
logs deleted.png (1.11 MiB) Viewed 334 times
