Newb Questions

Experienced gamer, but new to this game. I have a few questions I haven't been able to answer looking through the manual and this board.
1) Can a player review the calculation for CV of his own units? There are lots of variables and when CVs go up or down it would be good to review what variables are in play and affecting things the most so I can take corrective action if possible. Sorta like having the game simulate a Staff that would be reporting these types of details to me, The General.
2) RR repair SU behavior. For the life of me I can't figure out: A) how to get the RAD/OT SUs I assign to a particular corps to remain attached to that corps (some remain, some don't, going back to the Armee in the next turn). B) how to get those that are attached to do RR repair work at all, much less where I need it (sometimes 1 out of 2 attached RAD/OT units repair a rail hex, the other doesn't).
I've reviewed a few posts related to item 2, one in the war room with screenshots described (in pictures, no real accompanying descriptive text), but just can't seem to get them to work.

A) If SUs are switching to army HQ from corps HQ without you changing it yourself, you probably do not have the lock HQs option enabled. Either do that, or you can set the SU priority for your HQs to -1 if you do not want them to auto transfer stuff away.

B) RADs will repair a random hex within the command range (prioritizing double rails and not repairing within 2 hexes of a FBD though). So the best you can really do is use corps HQs so there is only a 5 hex radius, and try to be strategic with where you put them. Then hope the RNG gods smile upon you.

Thanks Beethoven! Sadly, locking the HQ prior to reassignment (and leaving it that way) did not work. Most of the OT/RADs, and the *only* ones that deployed to repair (nonsensically as usual), automatically reattached from Corps HQs to an Armee/Pz Gruppe. Both Corps were within 5 hexes of the target rail lines. What am I missing here?

The OT / RAD small units deploy automatically, at the start of each turn during the Logistic Phase.
They can be deployed in range of the HQ that they're attached to - thus 5 hexes if a Corp, 15 for Army, etc.
They have 2 criterias: 1) They can only deploy adjacent to an already repaired rail hex. 2) They cannot deploy within 2 hexes from a Rail Repair HQ (the ones you move around of your own volition).
Weather dependant you may end up needing 2 of them to repair 1 rail hex (but that will come later, not during summer)
As Beethoven said - more oft than not they will prioritize a double track rail over the single track.

Thus if you assign your RAD / OT to a Corps HQ that goes to the front and further off 5 hexes from the closemost repaired rail - you're wasting your rail repair opportunities.

But a player can relatively easily 'empty' a Romanian Corps HQ, and use it for rail repair control, moving it in 5 hex ranges of the rail branches they want to be repaired, without sending an FBD unit dedicated for.

RR Repair units bug, Lock HQ bug

Unfortunately, even complying with the no-more-than five-hexes-to-a-railhead criteria (I had like 2 hexes), auto RR repair doesn't work in my test run (no stacking conflicts either: I left the rail hexes completely unoccupied except the Corp HQ with the OT/RAD units attached). The suggested Lock HQ feature to prevent reattachment of the OT/RAD units to other HQs likewise does not work as advertised , because in my test run the few OT/RAD units that actually do deploy to repair rail hexes have been reassigned to the Army level from the assigned COrps. So, this auto-repair is clearly a buggy "feature" and I wonder why it is even in the game. Lock HQ is not working here. So Two bugs
The nice thing about board games and feature rules was that the "bugs" occurred only from interpretation of the rule verbiage (which certainly happened! My older brother wrote SPI more than once when playing WiE).
