When playtesting my latest scen, one of the players discovered that land units teleport from Cuarteron Reef in the South China Sea to Fiery Cross Reef. I've confirmed this in my scenario, and to isolate the problem (and to test Blu3s' theory about the terrain being the issue), created a test scen attached below. In this one, the USMC Inf Plt will teleport to FC Reef after about a minute of game time.
Bottom line is that CMO does seem to want to teleport units from Cuarteron Reef to a bigger island, which probably confirms Blu3s' hypothesis.
