Ah interesting I did not know that 2 chits in any tech at start was a thing in the SC series at all. News to me! So now I am curious as to why they do? Thanks!

It's there to reflect the sorts of desperate measures the Confederacy took later in the war to stretch their resources that bit further (things like ripping up side tracks of railroads to get more use out of key lines, conscripting age classes that the Union didn't &c). Because they will have less MPPs, an extra level of production tech will mean they get more units out of the same infrastructure - but it starts as a chit rather than a full level of research as it took a while for these sorts of things to start happening.

As for why the other games don't give two chits for free, I've got no idea (though I know two chits being possible at all is less common there, I like having it as a possibility). I just did it here because I thought it worked well :D
