What does the first number under "Max Range" for camera/eyeball sensors mean?

The smaller is to recognise and track a target with a potential fire control solution at a narrow focus versus the larger number of broadly scanning to see if there's anything out there. That's off the top of my head, there's a full description in one of the build update files from a while ago with the Warplanner update about the improved electro optical sensor model. This is a link to the tutorial .

The original explanation for these range numbers as part of the War Planner update is provided at

under IR & VISUAL SENSOR IMPROVEMENTS. However, the meaning of the two numbers may be closer to the reverse of what is stated in the quote. The first number is how far out the sensor can detect new targets while doing a general volume scan. The second number is how far out the sensor can track a target that has already been detected by other means.

It is not entirely clear to me under what conditions the game toggles between these two numbers. For example, friendly aircraft will be doing volume scans (first number) when looking for new aircraft contacts. But if a ground-based radar picks up a new aircraft contact, will all friendly aircraft on the map toggle to the second (tracking) number for this contact or is the switch made on a unit-by-unit basis using additional criteria?
