PBEM File issue

I have two PBEM games going. The last turns I received in both games have the .pbl extension (as expected) but will not open in TOAW. I get a warning message about them being a security risk before downloading them. When I look at properties for both of these files they are listed as file type "MS-DOS Application (.com). I have not seen this before. Anyone seeing anything similar? I'm running the game on an MS Surface / Windows 11. I've never had this issue on this type device before. Pat

Update: Problem seems to have been related to using MS Outlook to open my mail (non-MS account). The files download and work fine when I download them from the mail accounts (gmail) own page. Problem solved.
