Pirate raids

Hi, I love this game. I am playing on the beta version working on hardest difficulties trying to figure out how to reliably start. I love that there are two interconnected economies, but I've notice that when a pirate successfully raids a mining base for funds, it takes funds from the state economy. This doesn't make sense to me. I believe these funds should come from private economy. I think that if a base is raided the funds should come from the economy that pays for the base. There could also be a happiness malus if private bases are raided for funds.

I think the intention is for the pirate attack to impact the player in a way that they feel it. If the pirates only hit private economy, then you could mostly ignore it as a slightly heightened corruption modifier. But pirates hitting your pocketbook directly requires remedial action.

Thematically, just pretend that all private companies have state-provided insurance that fully reimburses losses "caused by" the state. It's the state's job to protect citizens from pirates. therefore, the state foots the bill for any pirate raids.
