Bug? Ships dont move to Base NorthEastAsia

Hello for a few turns now i try to send DD,Ca and Cl to my 60 Base in Northeast Asia when on way they move to the indian ocean or southeastasian ocean and next turn go back to a african base or east indian ocean base but they wont get to northeast asia... why so?
It drives me crazy that they wont move to my chinese base.

I think it's because you have those ships set to foreign stations (FS). On that status they get minds of their own and patrol around your empire. If you set them to AF they should stay where you tell them to go and they will still provide station tonnage, but only for the sea zone they are currently in.

Ahh ok i didnt know they patrol if they are on foreign station
