Change Request - Unit Obeys EMCON tickbox

This is a change request, not a bug report, so save files and logs are inappropriate.

On the Sensors Window, the 'Unit Obeys EMCON' tickbox serves little useful purpose and is a hindrance to the player. Could you please remove it from the game. 'Unit Obeys Player' is what we are aiming for here.
