1328.14 - WRA not applied to units

Please find the attached save file with an example of the WRA not getting applied to units.

In the WRA settings for the side Caribbean Alliance, I have updated the WRA for firing in self-defense for each type of SAM to fire from 15nm to the max range. After doing this I clicked on "Reset affected units (inherit from above WRA)". When I checked the SAM units after doing this, none of them had their WRA settings changed.
