Disallow manual resize of rows in aircraft, boats and WRA tables

I’m going to go through and report or re-report some small bugs and issues that have come up for me.

The tables for aircraft at airbases and WRA have rows that can be user resized. Once long ago the auto resizing of the rows caused a major performance issue. While the auto resize was disabled, they became user resizable making it more difficult to drag select aircraft. There is a property for the .NET data tables to disable user resizing so that it works better.

The boat window would previously show multiple rows of data on the boat load out, but only shows one. Setting a larger size for the rows in the boat window might be good too.
