I kept getting "Proposal to change to class based voting system" and every time I deny it it will pop up again. When I check their profile even someone with democracy profile also agree.... What's wrong with them?

WAD. It happens as soon as you have profiles that don't match your regime's voting system. Either keep a better balance between profiles (threshold to prevent the demand is to have 30+ for the relevant profile) or give in to the demand.
