Cannot bring carrier squadrons up to strength

I am playing the Gudanacanal scenario with a friend.
My carrier air groups although successful at sinking Japanese carriers have been worn right down to only a few planes per squadron but I cannot get reinforcements.
I have gone to Noumea where the command quarters are. I have over 20,000 supplies. They are all HQ independent. It says reinforcements delayed for two, three, five days but then nothing happens and it recycles.I have taken them off ship onto the base and still nothing happens. The same cycle.
What am I doing wrong?
I cannot attack or defend the carrier war is hamstrung.
Should I change their HQ to south pacific the same as the Air HQ but then for the ships they should be independent.
I am flummoxed.
What button do I press to see how many planes are available in reserve?

You can ht "i" to get to the intelligence screen and look there. Even better on the air unit screen it should show you how many aircraft are in the stockpiles.

No ac in pools. This is the pool at the start of the scenario, none; and you get less than one a day to fill out your groups.

I haven't played this scenario in ions. But if I remember correctly those airframes are slow coming. If you sunk his CV'S then you just have to wait for the pools to build up. Get some aircraft to Guadalcanal sometime soon and use them for cap over your base....GP

Turn off automatic reinforcements too, that way you can ensure only the squadrons you want to get new airframes get them, and not something else.

Reinforcement delayed means you've used all 12 reinforcements for the week IIRC. You might have 30 AC in the pool, but you can only reinforce by 12 per 7 turns per squadron.
