Option to repair damaged assets

High level assets take a long time to repair passively. It can take up to 1400 structural damage to completely shut level 7 assets production down. This means waiting 28 turns, maybe more to get them back to full production. Rebuilding from scratch would take even longer.

Therefore I suggest to add an active way to repair, faster, assets. The repairs could be done at a rate of 300 structural points per turn. This would cost resources, proportionally to the asset cost and completely shut down the asset's production to represent major reconstruction being performed. This is not intended to replace the passive repairs that would still be useful for low amounts of damage or low level assets.

For a bit of extra context, the issue arose after a few turns of massive bombardment on an enemy's capital, leveling most assets and leaving the rest barely functional. Even if the enemy would push back the frontline so my missile launchers couldn't target the capital odds are that the game will end before it becomes relevant again. I like that targetting enemy's infrastructure is a viable option, however I feel like it lacks an option to recover from it.

You don't have to rebuild assets from scratch to repair them - upgrading their level fixes any damage (unless the upgrade also got damaged while being built).

How do you upgrade truck station 7 or high command 5?

Disband 1 level first.
