[FIXED] [1328.18]ATACMS can't damage or destroy specific units

ATACMS cannot damage or destroy specific units like SY-400.
However, other units can be destroyed or damaged by ATACMS.

Today appeared a video of the Ukrainian war, in which supposedly ATACMS with cluster munitions are used, the very weapon of this bug.

I will not post the link, even though the drone recording it is so high that nothing nasty is displayed.

Still an interesting view.
