[1.26d] No recruiting, high tradition

Hi. Not sure if this is intended but a couple of zones/cities have a high tradition and I cannot recruit anything (not even colonists).

One of the zones accepted to be under my protection and then joined me when another faction declared war to them. The other one was conquered after minor declaration of war.

Tradition in both zones are high (far above 100 points) and are farmers culture (subculture Guardians). Both cities have very good happiness, 100 loyalty and are regular zones...

I understand tradition modifies the growth of CAS but maybe is too restrictive in this case?

PD: Calibanrange and Ramatis are the name of the cities.

Don't expect any miracles however after next patch :) These guys don't want to integrate!

Already played in one of the cities but no effect...

Ahh.. yeah you are right... it multiplies the gain... but if there is no gain... no go.
anyway i should get subversion E up soon and that makes some changes you can make some tiny progress.
