Why is motorcycle tech always later than scout cars?

I think the two should always be available at the same time, and there's no reason why a motorcycle should be harder to build than a scout car.

Good point - if anything at lvl3 tech motorcycles should be available immediately since they can be commandeered civilian bikes, while scout cars are a 'specialty' military vehicle that should be researched
