UI question from a new user

UI question from a new player
I played a little TOAW in previous versions and I just picked up IV on sale at steam. I found that in some scenarios I can select a unit and I get the path arrows when I mouse around and I can move a unit by right clicking. This is what I expected. But in other scenarios I can select a unit but mousing around does not give me a path arrow and right clicking puts an OBJ marker on the map but does not move the unit. Can anyone tell me why some scenarios are different?

You mucked about with the control panel buttons and got the game into PO Assist Mode.

Specifically, the third button on the fourth row of the Reports Tab is activated.
