Buddy Lasing

Hello everyone,

So I was playing the "Southern Fury" mission the other day, and as things progressed, I made the decision to use some of the Tornadoes from Mt. Pleasant airfield to strike at a pair of Argentine ships. The jets were loaded with Brimstones and Paveway IV's. The mission is set in poor weather, with low (2000 foot ceiling) clouds and moderate rain.

My plan was to have one of the Tornadoes stay up high and drop a Paveway, while the other skirted underneath the clouds and used its Litening III pod to buddy lase the target ships. I made sure the lasing tornado was close enough to see the target with its pod (approx 12 miles, just outside of SAM range), but I noticed that at no point did it ever attempt to lase the target. I made sure that illumination vectors was on, and I have gotten this tactic to work in other missions, but I can't seem to consistently get it to happen.

Does anybody have any insight? What kind of parameters need to be in place for a buddy lasing situation to occur? I have found that it tends to not work when the lasing platform has a movement way point set (rather than just circling idly), but other than that I'm at a loss. I could not find any explanation in the manual either. When it works it's a really useful tactic for scenarios set in the 80's-early 00's, but I just can't seem to get it to do so with consistency.

If there is cloud cover, I'm pretty sure the missile won't see the illumination through the cloud.

edit: Without a save its a guess.
