Shahed 131 radar cross section

I have been seeing this issue for a few weeks now. I am testing the Prosperity Guardian workshop scenario. What I have observed is all surface and air assets were not able to detect any of the inbound Shahed-131 missiles. When the surface vessel (Arliegh Burke FLT II) detected them it was at 9 NM. Even then they would not engage the contacts. I checked the database page for the

Shahed-131 and Radar A-D Frontal was -41.60 dBsm, 0.000069 sq.m., Radar E-M Frontal -51.60 dBsm, 0.0 sq.m.

For a test I checked a tomahawk missile and a F-22 Raptor.

Their stats were:
Tomahawk Blk II Radar A-D Frontal was -9.5 dBsm, 0.11 sq.m., Radar E-M Frontal -9.5 dBsm, 0.11 sq.m
F-22 Raptor Radar A-D Frontal was -19.5 dBsm, 0.011 sq.m., Radar E-M Frontal -29.9 dBsm, 0.0011 sq.m

just to check, I looked up the Shahed 136 and got these specs:

Radar A-D Frontal was -38.5 dBsm, 0.00013 sq.m., Radar E-M Frontal -48.7 dBsm, 0.000013 sq.m

I was considering that there was something wrong with the Arliegh Burke's radar but I tested that with other ships in the area and place an E-2D Hawkeye directly in front of the Shahed's at 20 NM range and it didn't detect them either.
