Lab Leak and starter fate packs

I've been futzing around with modifying my starting strategies. I've noticed something: Starter fate packs at game start seem to be very limited compared to what you get later, and very often they are the exact same 4.

if this is the case, can we please exclude "lab leak" from game start? Reducing fertility in your starter zone on turn 1 is madness, and it seems to be the most common one I get. And "You're a Liar" is nonsensical at game start.

And please add "GR Ringmail" which is really useful at game start, but not so much later. GR Chaingun and GR Coating are also nice for when you are invaded by 5400 units of Amorphous II Aggressor Social Metallic II Cunning Amphibians on turn 5.

And I never see Eager Industrialist at game start, which was one of my favories, esp when I get the "Culture" boost to public industry zeitgeist.

I think the fate pack on admin increase should be dropped from regular difficulty (too easy), in favor of fate packs on Civ level increase, Tech level increase, and End of Era. Why even have Eras if they don't give you fate packs?

Overall I like the new fate packs, even if I have no idea what "GR Infiltration methods" actually does.

I'd also rather start with an independent AT battalion than an independent flak battalion, given how long it will be before I see enemy air power, and how soon I will be running into the aforementioned Amorphous II Aggressor Social Metallic II Cunning Amphibians.

One other thing: I played a game for 50 odd turns, and the guardians only sold me one tech the whole time. They used to offer me so many techs they bankrupted me. Not sure what changed. RNG? Is it because they are a protectorate / client? As it is there is no reason not to annex them first chance I get.

I would love to have an "Acquire technology" stratagem, like the one you sometimes get from corporations or ancient archives (way too expensive at 4fp imho). A diplomatic version for minors and a steal tech version from covert ops.
