Blockading enemy affects my civilians?

Or at least, that's what the message says. We are blockading the Austrians and I got the "Shortages due to blockade" message.

Thanks for the report. It looks like you're playing Russia and Russia's can be tricky in that they can be blockaded from the North Sea zone. Can you please confirm that you have control over the Baltic and the North Sea, so that there's no way you can be blockaded from there?
