Please tell me how to restore the air wing. The plane is located at a base where ships are repaired. Supply at the highest level. But for some reason the main indicators are 0.

Planes are the last thing to be repaired/upgraded.

First, there are:
1. naval units
2. land units
3. air units

If all naval and land units are under repaired, air units will come last.

I thought so too. But the fact is that they are not repaired like this from the very beginning of the game. In already 1944.

If you have allocated PP to repair, did you try to stop repairing everything except this Indian unit?

Disable all priorities and set the plane as the only one.
