A new definition of ready

A unit is the 1st appear of ready in Deployment queue. When this unit is deployed, an error message of no valid location to deploy the unit is shown. If the unit is held for 1 turn, this unit could be deployed without the error message. Perhaps, "pending to deploy" would be more appropriate.
