Help, so tired

I am really tired of seeing the message "First STH had problems sending reinforcements, none sent."
My First STH usually has 0 action points, but I don't know what to do. I have built railroads and ice cream stands to appease them, but what can I do to make them happy?

Some screenshots or a save file would go a long way for people to be able to actually help you.

Thanks, sorry I was so grumpy.... I was tired. I think it is the lack of Action points, but I don't know how to increase them for the Strategic HQ's. The message appears in every "urgent issues " report. The HQ just runs out of action points.

I'm not sure what you mean with "Action points". SHQs don't move. Do you mean logistics points?

- check the barrel icon when selecting the SHQ. It will sum up how many logistic points where needed/used. If no reinforcements are sent, either there are none in the SHQ or it can not send them.

- check what units are in your SHQ

- make sure your SHQ can send the units it has to OHQ. If you didn't modify quality settings it shouldn't happen, but setting some things as obsolete or with a quality setting that nothing can use can cause problems

I will note that some message always show up in urgent reports, like once you have too low militancy to get new units for your militias, the militia will still request replacement every turn.
