[1.26f2] Commercial Area has no UI text

The effect from commercial area is applied correctly and the sum of all effects is correct how ever when listing all effect that it just doesn't mention that assents produced happiness.

Here you can see 2 effects that should add up to 0 increase the happiness by 3 because the zone has a commercial area.
I checked the zone report and it isn't mentioned there either.
