Questionable weather effects on air operations

Here it is 1958, I have all sorts of aircraft techs, and low clouds and calm seas are interfering with air operations. What's up? Not sure if this is WAD

I guess it is WAD, I just got a tech allowing me to operate planes in low cloud situations. I would say that one should come a lot earlier in the tech tree, but maybe this is a consequence of my selecting significant tech variation.
