Exclamation Mark: Get it, finally.

"An exclamation mark on a port supply icon indicates that port has run out of supply stockpile to fully supply units but still provides basic supply."

When I see the exclamation mark, my first impression is that some of my units may not have fully supplied. However, my total strength matches with the total port size. I do not understand of why. Finally, I get it. As long as 0 of xxx supply is hit, the exclamation mark appears. My units consume all supply so that it is zero and the exclamation mark appears. It does not mean that some of my units are not fully supplied.

This exclamation mark has 2 meanings. They are
provided = required or
provided < required

It would save me a lot of effort to understand it if its meaning is only the latter.
