The country I'm about to eliminate is still trying to blackmail me

Their capital has been captured by me and the country is on the verge of destruction, but they are still trying to blackmail me for money or PP.
I didn't want to use the console, but Vic, why is denying his peace request in this situation negatively affecting my profile? I didn't want to use the console in the first place.
