Arctic Convoy Shut Down - No reason?

Currently in a game and can't figure out why USSR Convoy is shut down.

Relevant Points:
1) No Axis units near Murmansk.
2) Convoy has always been to Archangelsk from the beginning of the game (didn't have any pop ups about re-routing to Murmansk). When will it move to year round Murmansk?
3) London is taken, but other cities are a-ok in London.

Would a sub on silent near Murmansk trigger? I can't figure it out.

Thoughts?

I don't know if it applies to your situation, but I believe in patch 1.09 the event that controls the UK convoy to Murmansk was changed to now require that all the land hexes on the rail/road between Murmansk and Volkhov, plus the town of Vologda itself have to be in Allied hands in order to initiate.
