Reserve aircraft not being used

I have a Marine squadron based at Lunga that has zero active aircraft, but four in reserve. However, the time estimate for them coming active stays at 5 days, turn after turn. I check every turn. There are 7 pilots. Is there something I can do to change this?

What is the current aviation support situation at Lunga? Failure to have enough AV on site to service all planes can result in reserve planes not being made available in a timely manner.

What about supplies there? They also need enough supplies.

AV support is more than enough, with room for more squadrons. 234K supplies.

Is it a level 1 airfield? What is the stress level for the aircraft?....GP

Post a screenshot of the base and then the unit details. That will help us more than 1000 words....

The most likely thing is ac damage. Support and supply have been ruled out but there's no mention of airfield service damage. This represents the equipment at the base that the av support uses to repair ac. Further with only 4 ac total it looks like the base has been under and probably still is sustained attack. This will keep it damaged hence slow drastically the repair time of ac.
