[1.26i] "Resettlement Proposal" decision does not affect target regime relations, population

Just a quick report, see title above and screenshot below.

Relations with Montafel were the same before and after the decision (+75). The bugged string should read "Relations with Montafel +10 points", and relations should now be at 85.

Also, the promised arrivals did not log in the indicated zone, yet or as far as I can tell.

Its probably bad form to spam my own thread, but if the decision is meant to boost the population in a given player zone, for instance by +1800 as the responding dialog seems to say, then I am still seeing problems with this decision in 1.26j3.

Regime relation change working well tho.

Prompt me for more detail if needed please.
