[FIXED] 1436 and 1459 Load Group(s) from File not displaying information

The info from the .inst files is no longer being displayed:

In addition, it no longer seems to run the check to make sure that the DB is the correct type before loading the group, even if the box for that is unchecked.
The boogabooga doctrine for CMO: Any intentional human intervention needs to be able to completely and reliably over-ride anything that the AI is doing at any time.
