Disaster in Mesopotamia

I'm playing the Disaster in Mesopotamia scenario and with the initial Entente 2000 mpp I purchased a Heavy Artillery unit. when placing New Units this unit does not appear.

The cost in mpp works but the unit isn't to be seen.

Just noticed that although units normally appear instantly, the Heavy Artillery has a delay.
