Is there any way to sink all four of the BBs?

Not really as it seems to take at least two carrier airstrikes to sink one battleship. If you hang around Pearl Harbor for another turn you can probably sink a fourth if it stays put, but there will be anti-aircraft and possibly a fighter unit posted in Oahu by then to make it a more expensive proposition.

Later, the US has decision events where it can opt to raise both the battleships Nevada and the California off the harbor bottom for a two-turn MPP investment so in the long run you'll likely be facing one or two of those BBs you sank again.
