Rebel actions need to be harsher

Rebel actions are no more than just free xp points for the troops when they are just partisans equipped with shotguns against a gauss armed infantry with combat armor. They should at least buy or smuggle arms with finances from sympathizers/foreign agents so they put up a fight within the tech level of the empire.
