7.00.01 GE and IT units not allowed to to rail out of Sicily

The rules state that you cannot move through a strait if there is naval or aerial enemy presence (roughly) at sea and no surface naval units of yours (not the case), if you try to rail a second unit (not the case, that would have been the first one), and so on.

Al requirements are met but the game doesnt allow to rail move. The reason it gives is FTC, which is not necessary for GE units to go to Italy or to Germany through Italy.

It happens the same with Italian units. Here I am trying to move this IT division to a port in Italy
