TALD usage in CMO

What is the philosophy (for lack of a better word) behind using TALDs in CMO? I mean, how to use the game mechanics to get them to launch.

Currently, I can only get them to work through BOL launch or manual targeting a ground contact. I thought in the past, TALDs could be launched automatically against appropriate contacts if the carrier aircraft was assigned to a SEAD patrol or a ASuW Ground patrol. Certainly, TLADs in the database seem to have default WRAs against a large variety or contact types. Am I misremembering this?
The boogabooga doctrine for CMO: Any intentional human intervention needs to be able to completely and reliably over-ride anything that the AI is doing at any time.
