Suggestions / Requests: Independent colonies

When I play as the Akdarians, I love it when the Securans spawn nearby. The like arid planets (which Akdarians hate) and the like the Akdarians themselves. Teekans are even better.

I hate it when all the independent colonies around me are evil insectoids that deserve to be exterminated - Die Xeno filth!

1) Where is the empire wide option where I invite certain people in, and expel / enslave / exterminate the unclean? Seriously, get that Dhayut filth off my Desert Savanna Planet! I want more Securans and Teekans!

2) In the start new game / hostile races near player, can you make it effect the races of the independent colonies spawn nearby? Having a bunch of friendly races spawn as independent colonies near you r hoeworld / fleet would make the game easier, having them all be hostile races would buff the hostile neighbors.

3) Why do independent colonies of the same race spawn in clusters? I don't need 2 planets of the same race (or 3 on Abundant independent colones) near me, one is enough. I'd rather have 2 races. Or is that a game balance issue?
