How do I adjust the stacking order so my HQs aren't buried under Fortified Zone units?

as you select each unit it will change the order. there is a generic command to display one type on top as far as I know.
There is Ctrl 1 to Ctrl 9 to highlight the different types of units. You need to have unit modes off (shift r) for this to work.

Selecting each unit does not effect the stacking order.

I tried everything you suggested.

None of it had any effect on the stacking order and my HQ remains buried under my fortified zone.

with selecting he meant that you click the Hex the units are inside. Upon each click you will see the Units in the Hex "rotate". I think you always pick the "bottom one" first and pull it to the top on your first click.

And if you "CRTL+1" you can highlight all your HQs, they will be coloured according to their type/size.
