Land units won't engage other Land units

Playing the updated Korean Campaign Operation Dragon Fire (2018) scenario.

Many of my land units refuse to engage automatically or manually against certain enemy land units. When the "weapon allocation" screen is brought up, the enemy target is selectable, but under "suitable weapons" in the middle column no ammunition can be allocated vs the target.

For example, the south Korean 105mm arty batteries refuse to engage the North Korean 170mm Koksan batteries. Many of my missile batteries will not engage enemy SAM sites or other ground targets. However, they do seem to be able to target static enemy SAM emplacements.

Am I missing a recent change via patch on how to target ground units? Even if I double click on the "1200x 105mm/22 HE" line, I can't engage, even if it does say "1x allocated".

I've tried attaching both .zip and .7z saves, but the scenario is apparently so large that the files are too large to attach (>10mb).
