GC41: Southwest OAS GVF assignment

Southwest OAS GVF transport AG is assigned to the Odessa/Southern Air Command. But it is not assigned to the proper transport AOG (Odessa Transport Group/Southern Transport Group). This way you either don't realize they are there or you have problems moving them around.
