[WAD] assistance with strike missions

I frequently have problems with strike missions in getting all the aircraft to launch all their missiles. I've tried multiple different WRA to ensure there are enough targets for all their missiles. I've tried multiple different weapon state RTB options. But frequently my aircraft don't do as I want them to do. I clearly do not have a firm grasp this part of the game.

I've attached an example save in which some of the aircraft in the mission launch their missiles. But some RTB without launching any of their missiles.

What am I doing wrong? What mission setting will ensure all aircraft launch all of their missile? I'm sure it's a simple user error on my part. Thanks in advance for any help.

It looks like a lot of these targets are shared between multiple missions and aircraft, this causes conflicts for the launching aircraft since they don't want to fire on targets that will be engaged by other missions. I recommend not having the same targets between multiple missions and things should work out fine
