100% of spies lost each turn due to AI zone reorg every turn

I noticed that I had sent spies every turn for many turns to each zone an enemy controlled, yet each time one of the zones had 0 spies next turn. Reports didn't list any spies being captured. In fact reports didn't show any spy info for the previous turn.

Eventually I realized the AI was rearranging their zones every turn. EVERY turn. They are at war so I'm not sure if that factors in but their zone borders and names change each turn which removes all spies.

Spies in a zone that is reorganized should be split into the new zones proportionally to their previous area. 20 spies in a zone the AI cuts into two? Both now have 10. Ect.

As they have done this every turn the last 20 turns I can't spy. Actually impossible. Would love a solution.

What is your security council Covert Ops? I loose some spies constantly over time, but to loose all each turn sounds indeed suspicious.
If this is not a bug or your AI become conscious and exploit zones logic 😉 I would double check manual at 5.14.2.3. LOSING SPIES if there is anything that matches.

I've got a Sec Director with 81 total Covert ops. I've got spies in nations that have been there for years. First thing I did was check the spy report and the manual to be sure I knew of all ways spy loss could happen. I was amazed to find the zones I was spying on changed shapes and names each turn. Not small changes, entire zones rearranged.

I think the AI is somehow triggered to adjust their zones each turn, possibly even deleting and adding ones to try to make some metric. The result is all spies deleted. No historical data in the reports since the zone in question didn't even exist last turn. Every turn.

I too wondered why all my spies constantly got lost without being reported to have been captured. And I just didn't send them anymore. However, in a recent game I observed as well that constant rearranging of zones by an AI in war with me. So that might actually explain something.

Among other things I doubt the AI should really be able to do this.

I just noticed this happening in my current game. The AI would turn some airbase into a new zone then merge it back into the original zone every other turn.

I noticed because all of a sudden 40,000 people would migrate from my capital to this new AI town every few turns. I sent spies to check the zone out and see what was happening and they all vanished when it got merged.

So not only was the ai vanishing 10 PP's of spies merging the zone but stealing maybe 100,000 of my migrating population with this trick lol. Clever really

Makes me want to play with new zones and see if I can steal pop that way
