1943 Citadel victory conditions

Is it possible to gain any sort of Axis victory between evenly matched players in this scenario? The reason I ask is that I lasted until Sep (Oct?) 45 in a just-finished game - 4 months longer than in RL - and it was still an Allied Decisive Victory. Given how the odds are stacked against the Axis from the start (as per RL), I was expecting that the Allied victory level would drop to Major.

Are the victory conditions correct in this scenario? It seems that the Axis (Germans) need to last until May 46 to change the result at all.

If you play the Race to Victory campaigns then they have an earlier finishing date. They are more intended for PBEM, i.e. where experienced players will struggle to hold out for longer.
