Advice sought on using steam key

Hi all,
Just after some advice. I have bought a new laptop which is a Chromebook. It runs Steam so I thought as a lot of people play through Steam it should be ok. The thing is it doesnt run windows. I downloaded the Steam keys for all the Strategic command series but i have found that only WW1 game you can install. The others have the install button blanked out. Is it due to they only operate with windows? or is it something i am missing to do or can do to rectify? Any suggestions would be welcome. Thanks
