This is grand campaign no early end scenario - soviet turn number 1.

Pressing 8 hotkey, there is one unit called Black Sea Amphibious HQ that is sending freights to hex (0,0).

If you select this unit, the red line becomes blue. And if you disband this unit, the line disappears. So this is this unit for sure.

I'd argue it's them (assigned to the Amphibious HQ).

Can't tell for sure, but it appears to be either the due to the amphib HQ or the support group in the amphib HQ. When I disband the amphib HQ the line goes away. I think in any case it is a display only issue.
